The Coast Water Works Development Agency is a parastatal (Government Owned and Autonomous) created under the Water Act, 2016 and established through a Gazette Notice No. 59 of 26th April 2019. The area of jurisdiction of CWWDA covers all the six counties in Coast region namely; Lamu, Tana River, Kilifi, Mombasa, Kwale and Taita Taveta. The mandate of the Board is to ensure efficient and economical provision of water and sewerage services within its area of jurisdiction.

PRINCIPAL WATER TREATMENT ENGINEER

Reports To The Manager-Bulk Water


Duties and Responsibilities

Job Description

To provide support in design, Construction Supervision and operation of the proposed Mwache Water Treatment Plant. 

Responsibilities

  1. Participating in the process design and construction supervision of the proposed Water Treatment plant to completion,
  2. Supervising testing and monitoring the performance of processes throughout the water treatment,
  3. Troubleshooting problems with treatment processes,
  4. Evaluating equipment and processes to ensure compliance with safety and environmental regulations,
  5. Advice during the commissioning and the operation and maintenance of the Water Treatment Plant.,
  6. Establish safety procedures for working with water treatment chemicals,
  7. Manage Laboratory processes,
  8. Conduct research to develop new and improved treatment processes,
  9. Prepare monthly and quarterly reports,
  10. Any other duty as may be assigned from time to time by the immediate supervisor.

Requirements

  1. At least a University Bachelor’s degree in Chemical Engineering, Civil/Water Engineering or any other relevant discipline from a recognized University.
  2. Must be a registered member of a relevant professional body e.g the Engineers Board of Kenya (EBK) etc;
  3. At least 10 years general experience after graduation;
  4. At least five (5) years’ similar experience in operation and maintenance of surface Water Treatment Plants.
  5. Experience in design and construction supervision of at least one (1) Water Treatment Plant.
  6. Knowledge of applicable local and international regulations, codes and standards on drinking water,
  7. Knowledge of water treatment processes or water chemistry

c) Key competences and skills

  1. Knowledge of Microsoft office suite (Excel, word etc.)

SENIOR OFFICE ADMINISTRATOR

Reports To The Office of the Chief Executive Officer


Duties and Responsibilities

  1. Taking oral dictation;
  2. Using e-office to research and process data;
  3. Operating office equipment; attending to visitors/clients;
  4. Handling telephone calls;
  5. Booking rooms and conference facilities;
  6. Handling customer enquiries and complaints;
  7. Coordinating schedules of meetings and appointments;
  8. Coordinating travel arrangements;
  9. Ensuring security of office records, equipment and documents, including classified materials;
  10. Ensuring security, integrity and confidentiality of data;
  11. Establishing and monitoring procedures for record keeping of correspondence and file movements;
  12. Maintaining an up to date filing system in the office;
  13. Preparing response to routine correspondences;
  14. Managing office protocol and etiquette and managing petty cash; and
  15. Guide and supervise staff in the office of Chief Executive Officer.

Requirements

  1. Bachelor’s degree in any of the following fields: Secretarial Studies or Business and Office Management from a recognized institution; OR
  2. Bachelor’s Degree in any Social Sciences plus a Diploma in Secretarial Studies from a recognized institution; OR
  3. Business Education Single and Group Certificates (BES & GC) Stages I, II and III from the Kenya National Examinations Council in the following subjects:
  4. Shorthand III (minimum 120 w.p.m.);
  5. Typewriting III (50 w.p.m.)/Certificate in Computerized Document processing III;
  6. Business English III/Communications II;
  7. Commerce II;
  8. (Office Practice II;
  9. Secretarial Duties II; and
  10. Office Management III/Office Administration and Management III;

CHIEF EXECUTIVE OFFICER

Reports To The Chairman-Board of Directors


Duties and Responsibilities

  1. Accounting Officer of the Agency;
  2. Implementing decisions of the Board of Directors;
  3. In consultation with the Board, be responsible for the direction of the affairs and transactions of the Agency, the exercise, discharge and performance of its objectives, functions and duties;
  4. Ensuring the maintenance of efficiency and discipline by all staff of the Agency;
  5. Exercising leadership and managerial oversight of the Agency’s core mandate and functions;
  6. Providing general oversight of all CWWDA activities, managing the day-to day operations, smooth functioning and efficiency within the Agency;
  7. Providing leadership in the development of the Agency’s programs and assuring quality programing and organizational stability through development and implementation of standards and controls, systems and procedures, regular evaluation and performance management system;
  8. Maintaining effective collaboration and partnerships with organs of Government and Government agencies, county Governments, international organizations, private sector, non-governmental organizations and other Stakeholders
  9. Promoting values and principles as spelt out in Article 232 of the Constitution of Kenya in the operations of the Agency;
  10. Developing and implementing an effective performance management system;
  11. Exercising and performing any other functions which the Board of Directors may determine from time to time.

Requirements

The Chief Executive Officer is responsible to the Board of Directors for the implementation of the Agency’s strategic goals and the management of its resources including giving direction and leadership for the achievement of its mission. In addition, the Chief Executive Officer is responsible for the day-to-day operations and administration of the Agency.

  1. Have at least Fifteen (15) years proven experience in any relevant field.
  2. Have Bachelor’s degree in Engineering, Law, Human Resource Management, Project  Management, Commerce or any other discipline relevant to the work of the Agency from an institution recognized by the National Commission for University in Kenya. 
  3. A Master’s degree in Engineering, Law, Human Resource Management, Project Management,    Commerce or any other discipline relevant to the work of the Agency from an institution recognized by the National Commission for University in Kenya will be an added advantage. 
 4. Have knowledge and experience in policy formulation, management and procedures of the Government. 
 5. Leadership course from a recognized institution lasting not less than four (4) weeks. 
 6. Demonstrated results in work performance. 
 7. Professional qualification and membership to a professional body where applicable. 
 8. Proficiency in computer applications.
